08/01/2023Description The IT Senior or Principal Systems Analyst acts as an expert member of the Land Solutions Operations Team within IT Application Services.
This role is responsible for the overall development, configuration, maintenance, administration and technical support of platforms, and related applications, to ensure system integration with business operations and enterprise asset management strategies.
The position will serve as primary support for several business critical application within our Land Management domain.

Responsibilities:
Key duties and responsibilities of this Senior IT Systems Analyst position include, but are not limited to, the items listed below.
Serves as an IT Application Owner for key Land Management solutions including the County's Cartegraph Geospatial Asset Management Systems and the POSSE Land Management Solution for processing applications and permits.
Acts as a lead contributor to County Steering Committees Creates and supports workflows for data collection, documentation, work order and task assignments, inventory tracking and reporting on County Asset Management systems.
Develops and maintains standard operating procedures to support various IT solutions.
Assists County business units in the development of application lifecycle management strategies, including preventative maintenance, upgrades, flushing out new demands, renewal and replacement strategies, roadmaps, and financial planning.
Coordinates with cross-divisional IT staff on the integration of solutions across the enterprise.
Leads the development and maintenance of workflows in support a comprehensive inventory of assets, condition assessment of those assets, coordination and communication with business units on their managed assets and refining the decision-making process for asset management based on original service life, remaining service life, condition assessments, performance and/or potential risk based assessments.
Leads solution assessment activities for new IT solutions to meet new County business needs.
Participates in the development of programs, projects, and roadmaps to meet the IT strategic needs of our Land Management departments.
Evaluates current trends in asset management principles, practices, procedures, and technology; makes recommendations for implementation; assists in the development of operational priorities related to a business unit's asset management needs.

Responsibilities:
This role will assist in defining project scope, requirements, timeline, adequate hardware/software solutions, system test plans, process modeling, feature decomposition, and milestones.
Responsible for the troubleshooting, configuration, testing, and maintenance of production software systems.
Providing capacity planning, monitoring and maintenance of designated systems.
Develop and maintain relations with 3rd party support and vendors.
In depth understanding of County business processes supported by the system.
Participates in team-based development and support environments.
Implements solutions on behalf of the departments to provide technology improvements for expanding business capabilities.
Adheres to established Douglas County best practices, standards and agreed upon design patterns for application implementation, application configuration, user interfaces, integration, naming, and testing on the application platforms they support.
Analyzes and documents business users' requirements, clarifying inconsistencies, conflicts, or ambiguities, to effectively model business processes in software.
Evaluates techniques and processes and makes recommendations that will improve the team's effectiveness and capabilities.
Configures and migrates system and application parameters across multiple instances, ensuring consistency of the solution configurations.
Troubleshoots and resolves application, configuration, and data integrity issues for all assigned solutions.
Creates and maintains reports on the supported platform(s).
Collaborates with IT teams to define, operationalize and deliver IT services.
Performs other duties as assigned including, but not limited to participating in projects where their skills are applicable.
This could include, but are not limited to, work on business intelligence efforts, workflow, and web page content management.
Minimum Qualifications MINIMUM

Experience:
Senior Systems Analyst:
A Bachelor's degree in Management Information Systems, Geographic Information Systems, Computer Information Systems, or a closely related field from an accredited college or university is required.
Two years' experience working within Waterfall or Agile Methodologies is required.
Two years' Experience with enterprise GIS (ArcGIS Platform - ArcGIS Online, Enterprise, Server, Pro, etc.
) integrations with business systems is preferred.
A minimum of two years of experience writing Structure Query Language (SQL) queries is required.
Five years' experience of platform development, configuration and support of COTS, SAAS or PAAS applications is preferred.
Three years' experience with enterprise land & asset management systems (i.
e.
CartegraphOMS, CityWorks, BeeHive, FASTER, etc.
) is preferred.
Previous software engineering/development experience is preferred.
Project management and/or cross-functional team leadership experience is preferred.
Experience with local government business processes is preferred.
A combination of education and experience may be considered.
Principal Systems Analyst:
A Bachelor's degree in Management Information Systems, Geographic Information Systems, Computer Information Systems, or a closely related field from an accredited college or university is required.
A minimum of ten years' of solution architecting experience is required.
A minimum of ten years' experience in an internally focused IT role implementing and supporting business applications is required.
A minimum of ten years' experience of platform development, configuration, and support of COTS, SAAS or PAAS applications is required.
A minimum of eight years' experience working within Agile methodologies is required.
A minimum of five years' project management and/or cross-functional team leadership experience is required.
A minimum of five years of experience using scripting tools, such as Python, is required.
A minimum of five years of software quality assurance / testing experience is required.
Experience with web page development using but not exclusive to HTML, JavaScript, Cascading Style Sheets (CSS), and XML is preferred.
Previous software engineering/development experience is preferred.
Experience with local government business processes is preferred.
A combination of education and experience may be considered.
CERTIFICATIONS/LICENSES:
ITIL certification, Prosci certification, Lean Six Sigma (or similar) certification are preferred.
Agile Scrum Foundation is preferred.
This position requires successful completion of a criminal background check including fingerprinting through a national database.
Must possess a valid Colorado Driver's License upon hire, with complying insurance.
Review of motor vehicle record is required at time of hire and periodically throughout employment.
